Majid Fadayel، the spokesperson for the government negotiating team for the detainees، blamed the Houthi militia for the failure to begin mutual visits to the captives on both sides.

In statements to Anadolu Agency، Fadayel said، "The Houthi militia insists on selectivity in prisoner visits، and has refused to allow visits to some prisoners and abductees، especially the prominent politician Muhammad Qahtan، who is included in Security Council Resolution No. 2216، which urged his release."

He added، "If the Houthis agree and allow Qahtan to visit and communicate with his family، it will facilitate the mutual visits of the prisoners، and then the start of new negotiations."

Muhammad Qahtan is one of the four people named in UN Security Council Resolution 2216، which requires the Houthis to free him. To date، the militia has freed three of those individuals، but Qahtan's whereabouts are still unknown after he was kidnapped from his house in Sanaa in 2015.
